Art Deco style mini postal scale by
Thompson Eng. & Mfg. of Chicago

Numerous web references appear to date this item 1930s-1940s.
Postal rates on the bottom (cardboard insert) show first class rates (3 cents/ounce) in effect from 1932-1958.
Some have indicated that the base is Bakelite, but this has not been confirmed.
You unscrew the top pyramid, the spring-loaded postal scale cylinder pops up and you invert the pyramid piece and insert it on top. The letter sits on top and ounces are marked on the extended cylinder.  There appears to be an adjustment screw on the bottom.  See the many photos provided.
Also on the bottom is a postal rate per ounce card, held firmly in place by a friction fit.
Behind the rate card inside the scale's base is the maker's name:  "THOMPSON ENG. & MFG. CHICAGO, ILL. PAT. PEND."

I have not polished or prepared this item in any way. Spring scale component moves freely.  No apparent corrosion on metal components.
